PROBLEM TO BE SOLVED: To eliminate the need for a flocculating and settling stage weak in chemical consumption and load fluctuation and to economically remove a normal hexane extract and COD component at the same time by passing a gas-treated water generated in a desalting and carbonizing stage through the desalted and carbonized activated carbon obtained in a waste plastic desalting stage. ;SOLUTION: The treated water from a waste gas cleaner is boosted by a pump 10, supplied to the upper end of a retort 1a through a waste gas-treated water feed pipe 2a and a stop valve 9a, passed through a desalted and carbonized activated carbon A therein to adsorb and remove the normal hexane extract and COD component and then discharged through a treated water discharge pipe 4a at the lower end of the retort 1a and a stop valve 9e. When the absorptivity of the activated carbon A is lowered, the stop valve 9a is closed, and the stop valves 9b and 9f of another retort 1b are opened.
