PPROBLEM TO BE SOLVED: To provide an offset beat elimination device and a television broadcast signal transmitter optimum for constructing a television broadcast receiving system having a beat canceling function. PSOLUTION: A head end device 20 is provided with a plurality of beat cancelers 30 which eliminate jamming wave components for generating offset beat from a television broadcast signal of a prescribed channel in addition to amplification parts 50, 40, 60 which amplify receiving signals of various kinds of television broadcast. In the beat canceler 30, a channel selection demodulation part 32 consisting of a general-purpose tuner module generates a video IF and sound IF by selecting television broadcast of the prescribed signal, a video signal processing part 34 generates the jamming wave components included in an I signal by performing digital processing of a Q signal by generating an I/Q signal by quadrature detection of the video IF, further generates a video signal by eliminating the jamming wave components from the I signal and a re-modulation part 38 generates the television broadcast signal of the prescribed channel from the video signal and the sound IF.
