PPROBLEM TO BE SOLVED: To improve the precision of an object position without any complication of processing during the creation of a three-dimensional digital map. PSOLUTION: In this three-dimensional digital map creation device 2, a control part 14 sets a view field from a current position as a virtual view field, for example, searches object arrangement data/database 18 for object arrangement data matching the set virtual view field, and models an object represented by the searched object arrangement data into a three-dimensional form to create a three-dimensional digital map. When the object arrangement data representing an absolute arrangement form of the object are drawn, the three-dimensional digital map can be created, and positional precision of the object can be improved without any complication of processing.
