PROBLEM TO BE SOLVED: To obtain scaly powder having high protecting ability against not only UVB but also UVA and to obtain an external preparation for skin capable of effectively preventing photoaging and damage of skin resulting especially from UVA. ;SOLUTION: Scaly powder is coated with titanium oxide containing tungsten or molybdenum in the interior of crystal. One or more are selected from these coated scaly powders are added to an external preparation for skin. The coating treatment of the scaly powder can be carried out by a deposition method or physical and chemical mixed grinding method. The content of tungsten or molybdenum in the titanium oxide is 0.1-20 wt.%.
