PROBLEM TO BE SOLVED: To provide a first-arrival learning system capable of ensuring accuracy and stability of optimal path.;SOLUTION: Upon packet arrival, a packet processing unit determines presence or the absence of matching information in an identity information table; and when there is no matching information, packet information is registered in the identity information table. At the same time, identity of the packet is determined, based on the packet information registered in the identity information table.
