PROBLEM TO BE SOLVED: To sharply promote the spread of a locker by suppressing the load of the locker use fee of a delivery agent to a fixed limit.;SOLUTION: A locker control center 11 charges the use fee of the locker 12 to a delivery agent 13 concerning the use of the locker until the set number of times N of use, and the delivery agent 13 is forced to bear the load of the use fee of the locker 12 concerning the use of the locker until the set number of times N of use. When the number of times of use exceeds the set number of times N of use, the use fee is free regardless of the number of times of use afterwards. Thus, the load of the use fee of the locker 12 of the delivery agent 13 can be suppressed to the fixed limit, and even when the number of times of locker 12 of the delivery agent 13 is increased, it is not turned to be any profit oppression factor.
