PPROBLEM TO BE SOLVED: To provide an LED low-place illumination system and an LED low-place illuminator, by which a desired brightness can be ensured, a uniformity ratio on a road surface is improved and a visibility can be improved. PSOLUTION: A plurality of LED irradiators 4 having different irradiating angles are arranged at low positions at prescribed intervals in the traveling direction and crossing direction of a road and LED irradiators illuminating a roadway section are constituted so as to be continuously arranged while being directed in the opposite direction to the traveling direction of cars. The LED irradiators illuminating the roadway section are constituted so as to be continuously arranged within 10 to 30 in the opposite direction to the traveling direction of the cars.
