PROBLEM TO BE SOLVED: To ensure reliability for a prolonged term, and to attain levelled settlement by inhibiting the excess deformation of a tie rod due to the earth pressure of an added banking. ;SOLUTION: When the added banking 2 is to be formed around an existing banking 1 land-formed on a soft ground E, partitioning works 3 for preventing side displacement are built previously into the soft ground in the periphery of the existing banking and in the soft ground in the periphery of the added banking, sections among the partitioning works 3 are connected by a plurality of tie rods 12 on the ground-surface section side, and the added banking 2 is conducted.
