PROBLEM TO BE SOLVED: To simply and sure decide a truth or a falsehood by forming a discriminator for reflecting only one of a counterclockwisely polarized light and a clockwisely polarized light from incident lights to at least one region on a base material. SOLUTION: A first discriminator 13 for reflecting a counterclockwisely polarized light of incident lights is formed on an optical absorption layer 12. Further, a second discriminator 14 for reflecting a clockwisely polarized light of the incident lights is formed on a portion of the layer 12 in which the discriminator 13 is not formed. Both the discriminators 13, 14 are formed by printing them with a cholesteric liquid crystal ink. To decide a truth or a falsehood of the printed matter 10, a truth or a falsehood discriminating implement having a polarizer having a vertically polarized surface to transmit a linearly polarized light is brought into contact with the matter 10. Then, since a light reflected by the discriminator 13 can be visually observed but a light reflected by the discriminator 14 cannot be visually observed, a shape of the discriminator 13 can be confirmed.
