PPROBLEM TO BE SOLVED: To provide a charge control device which can evaluate the degree of impairment of a rechargeable battery accurately and can surely avoid overcharge in response to the impairment of the rechargeable battery by using the evaluation, and provide an impairment determination method of the rechargeable battery. PSOLUTION: In a battery management system (5), a control unit (51) functions as a charging condition monitor (51A), an impairment evaluation part (51B), and a charging condition correction part (51C). When the rechargeable battery (41) is charged, the charging condition monitor (51A) monitors the respective measurements of a current detection part (44), a temperature detection part (45), and a voltage detection part (46); determines whether they agree on charging condition; and informs content of determination to a charger control part (32). An impairment evaluation part (51B) monitors charging state and battery temperature of the rechargeable battery (41), and especially during sustaining term period of high charged state, the duration time and battery temperature of the rechargeable battery are measured. Impairment factor of the rechargeable battery (41) is determined based on the measured values.
