PROBLEM TO BE SOLVED: To improve reliability in measured values by protecting a diaphragm from high-temperature vapor corrosion and hydrogen permeation at the start of a plant or abrupt load change.;SOLUTION: Electromagnetic upper instrument stop valves 127a, 127b are mounted on the way of upper detection pipes 110a, 110b, which guide a fluid on the vapor-phase side of a tank 10 to upper diaphragms 115a, 115b. Electromagnetic lower detection stop valves 128a, 128b are mounted on lower detection pipes 111a, 111b, which guide a fluid on the liquid-phase side of the tank 10 to lower diaphragms 116a, 116b. A controller 124 performs control, in which the instrument stop valves 127a, 127b, 128a, 128b open, when the pressure within the tank 10 is detected to be a positive pressure by a pressure detector 123; while the instrument stop valves 127a, 127b, 128a, 128b are closed, when the pressure within the tank 10 becomes a negative pressure. Water filled is thereby prevented from evaporating. When the pressure within the tank 10 returns to a positive pressure, watertightness is maintained, even if the instrument stop valves 127a, 127b, 128a, 128b are opened.;COPYRIGHT: (C)2005,JPO&NCIPI
