PPROBLEM TO BE SOLVED: To provide a method of measuring a current-voltage characteristic and to provide a method of measuring pure resistance of a battery and a device using the above method capable of measuring the pure resistance of the battery more precisely. PSOLUTION: The discharge current of the battery is monitored, if the discharge current exceeds over a 1st prescriber value, the discharge current of the battery and corresponding terminal voltage are periodically measured by the current/voltage measuring means 23a-1. A 1st approximate formula for the current-voltage characteristic for the discharge current increasing over a 1st specific value till a peak value, and a 2nd approximate formula for the current-voltage characteristic for the current simply decreasing from the peak value to a 2nd specific value are obtained by the approximation arithmetic means 23a-2. If a voltage drop caused by a concentration polarization component is included, this voltage drops are eliminated from the 1st and 2nd approximate formulas, then the middle value of the two terminal voltages at the points corresponding to the points of peak values for unit current increments is obtained by the arithmetic means 23a-3 which measures the value as the pure resistance of the battery.
