A discharge current and terminal voltage of an on-vehicle battery (13) are periodically measured while rush current flows into a permethrin constant load. An intermediate value of terminal voltage at points corresponding to peak values of approximate current voltage characteristics expressions excluding a voltage drop caused by concentration polarization component, is computed as pure resistance of battery. An Independent claim is included for pure resistance measuring device.
