The invention relates to railway transport, in particular, to railway automatics and telemechanics facilities and is embodied for railway car video monitoring, quality of loading and cargo preservation in open-top cars. The system comprises a supporting structure, a T.V. camera is arranged thereon for inspecting cars atop, a T.V. camera for car board inspection, a pick up of a train head and searchlights. The supporting structure is embodied as a vertical structure. The pick up of the train head is positional and serves for signal forming of information recording start from the T.V. camera. It is understood, that the T.V. camera of a car top inspection provides a visual monitoring of cars state, quality and uniformity of loading in open-top cars. Arrangement of the T.V. camera on the watchtower structure for car board monitoring provides a visual observation of the car inventory number and comparison with the car top display. The T.V. camera outputs are connected with the corresponding inputs of the recording unit, positioned at the operator's workplace. The output of the pick up of the train head is connected to the input of the recording unit, the output of the recording unit is connected to the computer monitor enabling to display on the screen a video image in real time of the passing train simultaneously from two T.V. cameras in the “POLIEKRAN” mode, as well as a full screen viewing of the train from one T.V. camera, “marking” by the operator “a wrong car”, recording on a hard disk a compressed video image from two T.V. cameras, playback of the video image and creating a video archive. The supporting structure is embodied enable to be lowered along the railway track axis adapted to mount the system equipment thereon without using hoisting mechanisms. The system permits to carry out a visual monitoring and registration of cars state, quality and uniformity of load of open-top cars of rolling stocks and operatively reveal cargo stealage. The system is simple in design and reliable in operation.
