A detector receives three consecutive input fields. An interpolator (310) applies different weights to selected motion estimation value between target field and one of the initial and final fields having smaller difference value and motion estimation value between initial and final field to interpolate target field depending on whether one of initial and final fields has motion change greater than predetermined threshold. Independent claims are also included for the following: (1) interpolator; (2) image conversion method; and (3) computer readable medium storing image conversion program.
