The wind plates (3a, 3b) on a first axle (2a) are vertically or horizontally offset relative to the plates on a second axle (2b) located in the same horizontal plane as the first axle. The machine comprises a vertical drive shaft (1) with radial axles leading off it, each axle including at least one wind plate which can be pivoted through ca. 180 deg. about a vertical articulation (4). The plates lie in contact with the axles in a tailwind and are freely oriented in a headwind. An independent claim is also included for a water power machine with the same construction.
