Castable propellant formulations areprovided including reduced toxicity ballisticmodifiers that do not adversely increase thesensitivity of the propellant to shockdetonation. Failure to adequately control thepropellant burn rate often results inunacceptable performance of the propellant.Carbon can act as an effective ballistic, but notto the extent of metal compounds. It has beenfound that pasting a ballistic modifier,including ballistic modifiers containing lead,in an inert polymer modifies the burn rate ofpropellants while allowing the use of areduced amount of modifier to achieve thesame desired burn rate modification as theprior art, and therefore creating reducedshortcomings associated with the ballisticmodifiers. Accordingly, the use of from about1 % to about 6 % burn rate modifier whereinthe burn rate modifier includes a ballisticmodifier pasted in an inert polymer is taught asan effective burn rate modifier in a propellant,in order to provide reduced toxicity means formodifying the propellant burn rate withoutincreasing the sensitivity of the propellant toshock detonation.
