Disclosed is a method for improving the physiological properties of a hematopoietic stem cell or an undifferentiated hematopoietic progenitor cell. Also disclosed is a pharmaceutical composition for increasing the number of blood cells. The method comprises the step of adding TIMP-3 protein to a culture supernatant of a hematopoietic stem cell or an undifferentiated hematopoietic progenitor cell. Alternatively, the method comprises the step of introducing a vector carrying a nucleic acid encoding TIMP-3 protein into a hematopoietic stem cell or an undifferentiated hematopoietic progenitor cell. The pharmaceutical composition comprises TIMP-3protein or a nucleic acid encoding TIMP-3 protein.
