The invention essentially consists of a hybrid system formed by: a differential radiometer with an electronic beamformer for measuring "the sea brightness temperature" of the sea surface being analysed, using a selectable angle of incidence; a GNSS reflectometer provided with another electronic beamformer for measuring "the sea state" of the sea surface being analysed, said reflectometer including a Doppler-Delay Map (DMM) generator module for obtaining the DDM map in real time for four satellites simultaneously; an infrared radiometer for estimating the physical temperature of the sea surface being analysed; and a radiometer calibration system.
