The invention essentially consists of a hybrid system formed by: a differential radiometer with an electronic beamformer for measuring "the sea brightness temperature" of the sea surface being analysed, using a selectable angle of incidence a GNSS reflectometer provided with another electronic beamformer for measuring "the sea state" of the sea surface being analysed, said reflectometer including a Doppler-Delay Map (DMM) generator module for obtaining the DDM map in real time for four satellites simultaneously an infrared radiometer for estimating the physical temperature of the sea surface being analysed and a radiometer calibration system.
