The invention relates to conversation control of a portable terminal while the vehicle is drivable and further to conversation control of a portable terminal (e.g., portable telephones (2, 4)) while the vehicle is drivable to enhance the convenience of the portable terminal without marring the safety and to enable conversation during parking or standing. While maintaining the call connection when the call arrives, conversation is made impossible when the driver is driving and made possible when the vehicle is stopping. Thus conversation during driving is inhibited and conversation during stopping is made possible. The called portable terminal notifies the caller sends a message to the effect that the vehicle is stopping during stopping or that the driver is driving during driving.
