An optical element is provided with a liquid lens wherein a liquid container (22) is filled with a first liquid (32) and an insulating second liquid (33) which does not mix with the first liquid (32), and the shape of a boundary surface (34) between the first liquid (32) and the second liquid (33) can be changed by changing a voltage to be applied to the inside of the liquid container (22). The optical element is also provided with a deflecting member having an optical axis deflection surface. The deflection member is integrally configured with the liquid lens.
