A water-shedding, oil-shedding, antifouling reflecting plate that is improved in the durability such as abrasion resistance and weather resistance, water droplet repellency (or water slip tendency) and antifouling properties; a process for manufacturing the same; and a tunnel, road traffic sign, signboard, vehicle and building utilizing the reflecting plate. There is disclosed a water-shedding, oil-shedding, antifouling reflecting plate (12) produced by forming a water-shedding, oil-shedding, antifouling coating (11) on a surface of base material (1a) provided at its surface with transparent microparticle by fusion bonding, obtained by heating a reactive base material (4) having a first functional group (3) introduced in its surface and a reactive transparent microparticle (9) having, introduced in its surface, a second functional group (7) capable of reacting with the first functional group (3) to thereby form a covalent bond while the base material (4) and the microparticle (9) are in contact with each other and thereafter subjecting the heating product to thermal treatment in an oxygenous atmosphere. Further, there are disclosed a tunnel, road traffic sign, signboard, vehicle and building utilizing the reflecting plate.
