A reacting method and a reacting apparatus for extracting vanadium and molybdenum from waste catalyst are provided to extract the vanadium and molybdenum using simple facilities in a short time, by heating the waste catalyst and sulfuric acid in a reactor having a heater and a mixer. A process of extracting vanadium and molybdenum from a waste catalyst is performed by inputting the waste catalyst and sulfuric acid into a reactor(1), and mixing and heating the waste catalyst and sulfuric acid. The reactor is heated to 150-200°C. The reactor has a stirrer(2) therein, a heater installed at an outer portion thereof, and an outlet(1b) formed at a lower side thereof. A sulfuric acid supply part(3) and a waste catalyst supply part(4) are installed at both sides of an inlet(1a) of the reactor. Heaters are installed at discharge tubes(3a,4a) of the sulfuric acid supply part and the waste catalyst supply part, respectively. A screw(4b) is installed within the discharge tube of the waste catalyst part.
