A cobalt-boron catalyst/carrier for generating hydrogen and a method for manufacturing the same are provided to substitute for noble metal catalysts and be usable in a hydrogen generation reaction of other borohydrides as well as NaBH4, by using capacitive deionization and chemical reduction. One or more types of non-noble-boron catalysts are supported within a carrier, wherein the one or two types of non-noble-boron catalysts are non-noble-boron oxides or non-noble-boron compounds except non-noble-carbon oxides. The carrier has a capacitive deionization performance. The non-noble ion is adsorbed on the carrier by capacitive deionization, and reduced by alkaline borohydride as a reducing agent.
