A method for manufacturing high strength and ductility magnesium sheets using differential speed rolling at low temperatures is provided to improve efficiency of rolling by precluding damage of the magnesium sheets at ambient temperature. A method for manufacturing high strength and ductility magnesium sheets using differential speed rolling at low temperatures comprises the steps of: preparing pre-heated magnesium sheets at room temperature or below temperature of 100°C; executing differential speed rolling for the magnesium sheets; annealing the rolled magnesium sheets. The ratio of rotation speed of two rolled rolls opposed in differential speed rolling is 1.1 : 1 to 10 : 1.
