A method and an apparatus for performing error resistance encoding/decoding using an RCP(Redundant Coded Picture) slice obtained from a selective PCP(Primary Coded Picture) are provided to generate RCP data from selective videos in an encoding end and generate a parity slice by using the RCPs, thereby providing a degree of freedom for generating the parity slice and controlling the amount of the parity slices in an entire bit stream. An ROI(Region Of Interest) setup unit sets at least one or more ROIs by using FMO(Flexible Macroblock Ordering) to a selective PCP(Primary Coded Picture). A redundant picture generating unit(110) generates an RCP(Redundant Coded Picture) for one or more ROIs. A parity slice generating unit(120) generates a parity slice including a frame number of a PCP about parity bit generation and a parity bit generated by performing RS(Reed-Solomon) encoding of the RCP.
