Shorts (1) for a urinary incontinent person in which a first water-absorption and retention material (12) is not sewed on a fabric pad body (10) but suspended in the backside of a penetration cloth (11). The edges (11c) and (11d) of the penetration cloth (11) to be located along the thighs of a wearer are sewed respectively to the right and left edges (10c) and (10d) of the fabric pad body (10) via water-proof side cloths (13) and (13). Owing to this structure, there is no pathway through which the urine once absorbed by the first water-absorption and retention material (12) leaks outside and thus the urine can be surely enclosed in the pad (4) upon incontinence. Thus, outer garment of the wearer is little stained even a good deal of time has passed since the incontinence, which makes it possible to lessen unpleasantness.
