A reinforcement method and a mixing method for shotcrete using low modulus synthetic fiber having low elongation are provided to maximize durability by manufacturing reinforced concrete having excellent constructability and large resistance against low displacement and using the reinforced shotcrete for a waterway tunnel, a subway where water flows out, or, mountain tunnels without corrosion. A reinforcement method and a mixing method for shotcrete using low modulus synthetic fiber having low elongation are used for placing synthetic fiber reinforced shotcrete effectively by putting synthetic fiber with reduced elongation into shotcrete and keeping the water-cement ratio to 40~55%, adding super-plasticizer at 0.3~4% per cement, and then placing and keeping slump at below 13cm, thereby maximizing physical binding strength of synthetic resin constitution and maximizing adhesive property of synthetic fiber.
