A method for manufacturing recycled cement is provided to have an excellent economic efficiency by recycling fine powder of waste concrete, to preserve scarce resources, to reduce an environmental load, and to recycle waste resources. A method for manufacturing recycled cement using waste concrete powder includes the steps of: separating recyclable aggregate from waste concrete, and drying the remaining waste powder at 100-150 °C for a hour or more; passing the dried waste powder through a 300-mesh sieve; decarboxylating the remaining fine powder at 800-1000 °C for a hour or more; and mixing 60-80wt% of the decarboxylated fine powder, 20-40wt% of hot blast slag having a fineness of 3000 g/cm^2, 10-20wt% of a carbonate compound based on the weight of the hot blast slag, and 10-20wt% of quicklime having a calcium oxide content of 80wt% or more based on the weight of the decarboxylated fine powder.
