A method for formulating a microbial agent is provided to produce a Bacillus product stable over temperature fluctuation at efficient cost by generating heat-resistant spores and mixing the spores with an inorganic fine porous carrier, thereby being effective for distributing the microbial agent without a special treatment process. A method for formulating a microbial agent of Bacillus subtilis AH18 showing stability against temperature fluctuation comprises the steps of: (a) culturing selected Bacillus subtilis AH18 strain with increasing temperature; (b) applying heat stress of a fatal temperature of 57 deg.C to formed spores to generate heat-induction resistant spores; (c) removing remaining growth cells from a mixture of the spores to generate a culture material including only the spores; and (d) adding the Bacillus subtilis AH18 thermostable spore culture material to a pre-sterilized and dried meso and fine porous inorganic carrier to prepare a resistant spore-carrier mixture formulation, wherein the inorganic carrier is selected from the group consisting of a synthetic zeolite NaY(SiO2:Al2O3:Na2O=46:20:11), synthetic zeolite NaA(SiO2:Al2O3:Na2O=39:34:20), natural zeolite(clinoptilolite) or kaolin clay mineral.
