A fuel reforming method using a hydrogen separation membrane is provided to obtain a compact fuel reforming system and excellent removal efficiency of carbon monoxide by using a small hydrogen separation membrane instead of a large water gas shift reactor, and a fuel reforming apparatus using the hydrogen separation membrane is provided. A fuel reforming method using a hydrogen separation membrane comprises the steps of: (a) injecting steam into fuel to reform the fuel; (b) passing the reformed hydrogen gas mixture through a hydrogen separation membrane to remove carbon monoxide; and (c) optionally oxidizing the carbon monoxide-removed hydrogen gas mixture. The hydrogen separation membrane has a selective permeability of 3 to 500. The hydrogen separation membrane is made from a material chosen from the group consisting of a palladium-based material, a carbon-silica based material, a carbon-based material, a polyamide-based material, and a polysulfone-based material. The step(b) has a stage-cut(flow rate of permeable gas/flow rate of feed gas) of 0.1 to 0.9. The fuel reforming method further comprises the step of additionally performing a water gas shifting process before or after the step(b). The waste heat is exhausted after the step(b) or the step(c) is recycled as a heat source of a heater in the fuel reforming step(a).
