PURPOSE: An apparatus and a method for optimally cutting slab without affection of internal and external factors by measuring proceeding length of slab through laser speed meter and measuring proceeding position of torch cutting machine through proximity sensors are provided. CONSTITUTION: In a cutting apparatus for cutting continuous cast slab(12) to a proper length in continuous casting process, the apparatus for optimally cutting slab in continuous casting process comprises a laser speed meter(18) arranged on the side surface of a proceeding slab to measure proceeding length of the slab; a torch cutting machine(11) positioned on the upper surface of the slab(12) to cut the slab at an appropriate position as it is being proceeded together with the slab at the same time; a plurality of protrusion parts(17) mounted along rail(15) with being spaced apart from each other in an equal distance; proximity sensors(16) mounted on the side surface of the torch cutting machine to recognize the plurality of protrusion parts mounted on the rail; and a computer for correcting the proceeding position of the torch cutting machine measured by measuring wheel(14) with values measured at the proximity sensors as occasion demands.
