A river dam for controlling displacement is provided to confirm that the water gate is completely closed by moving a scrapper back and forth on an insertion groove with a horizontal driving device and taking out impurities inserted in the insertion groove. A river dam for controlling displacement comprises a dam body(10), a water gate(20), a lifting driving device(30), a guide groove(12), and an insertion groove(13). The dam body has first and second extension grooves extended from two ends of the insertion groove to a longitudinal direction of the insertion groove, and draining holes(14a,15a) opened to the upper and lower streams of the river. First and second opening and closing blocks are inserted in the first and second extension grooves to close the draining holes of the extension grooves. A scrapper is slid along the insertion groove to scratch impurities in the insertion groove and to push the blocks back. A horizontal driving device(50) moves the scrapper forward and backward.
