A method for manufacturing a dye sensitized solar cell having a blocking layer is provided to smoothly move electrons from a semiconductor oxide electrode to a transparent conductive substrate. A transparent conductive photoelectrode substrate(23) and a transparent conductive counter-electrode substrate(27) are prepared. After a blocking layer material is deposited on the photoelectrode substrate, heat treatment is performed on the photoelectrode substrate to form a blocking layer(28). An oxide electrode(21) absorbed with dye is formed on the blocking layer. The counter-electrode substrate is disposed opposite to the oxide electrode of the photoelectrode substrate, and then electrolyte is introduced between the oxide electrode and the counter-electrode substrate.
