A COD measuring apparatus and a measuring method using the same are provided to improve preciseness by discharging materials remaining at a heating reaction inside with pumped high pressure air, modify moving flow path of air for washing and fluid to be measured by varying opening and closing of a first and second variable valves, be easy to observe a reaction tank inside and improve heat efficiency because of a heater portion being placed at the lower side portion of the reaction tank. A COD measuring apparatus comprises: a supplying device(20) which supplies fluid including a sample or a reagent individually; a first variable valve(30), one side connected to an air supply pump(32) and the other side connected to the supplying device to guide the fluid supplied through the supplying device in one direction; a heating reaction device(40) where the fluid guided by the first variable valve and a main fluid supplied by a precision pump(36) are reacted by heating; and a second variable valve(34) which is connected to a first discharge portion equipped at a cover(50) of the heating reaction device to guide products including vapor generated from the heating reaction in one direction and discharge them, wherein the heating reaction device comprises a reaction tank(42) supplying a space for reaction of each fluids flowing in, a bath(41) installed at the outside of the reaction tank, a heat transferring material(43) which is filled up between the reaction tank and the bath and a heater portion(45) for heating the heat transferring material. Further, an electrode part containing an operating electrode for measuring an oxidation-reduction potential and a basis electrode being a measure standard of the oxidation-reduction potential is connected to the reaction tank.
