A phase synchronization device and a method for generating a phase synchronous signal are provided to improve jitter of an output signal by reducing a peak current by controlling the speed of a control signal applied to a charge pump in response to a locking signal. A phase detector(10) outputs a phase detection signal and a locking signal corresponding to phase difference between a first signal and a second signal, by detecting the phase difference. A control signal generation part(20) controls a slope of the phase detection signal in response to the locking signal. A charge pumping part(30) outputs a control voltage in response to the output of the control signal generation part. The first signal is an input signal, and the second signal is a signal obtained by feeding an output signal back.
