A system for managing crisis and working condition by measuring proximity between groups is provided to prevent danger by classifying equipments/workers into each group according to a basic work characteristic, measuring proximity between the groups, and informing the neighboring groups of the proximity when the predetermined group is approached in a predetermined distance. A distance sensor(110) detects a distance from neighboring groups(10-30). A controller(130) generates an alarm signal when the neighboring group is approached in a predetermined distance by receiving a signal from the distance sensor. A transceiver(120) transmits the signal generated from a manager(100) to a system server(200), and receives the signal from the system server. An operation determiner(160) transmits an abnormal signal to the system server in case of abnormality by checking a state of electric power and the abnormality of the distance sensor. The system server controls the manager, and includes a transceiving module(210), a controlling module(220), and a group setting module(230). The group setting module includes a group appointing unit(231) generating a group ID signal by classifying the groups and a group database(233) registering the appointed groups.
