NON-COST INTERNET ADVERTISEMENT SYSTEM EACH TIME UNFAIRNESS CLICK OF COST-PER-CLICK-VIEW AND METHOD THEREOF

An Internet AD(ADvertisement) system not billing a charge of unfair click to CPC(Cost Per Click) AD and a method thereof are provided to prevent the unfair click by neutralizing a cookie update system for preventing the excessive charge owing to the repeated clicks, as a cookie is blocked by computer operation for setting a high security level to a browser. A user terminal(100) connects to a portal site(200) and clicks/views an AD site advertised in a CPC AD system. The portal site displays the AD site the user terminal through a display unit(210) when a user connects/clicks the portal site. The portal site tries to update a cookie to the user terminal when the user terminal clicks the AD site. The portal site bills no charge to an advertiser through an AD charge billing part(230) when the cookie is not normally issued from the CPC AD system through a cookie issuance/update checker(220). The AD charge billing part bills not charge when update of the cookie is not checked by the cookie issuance/update checker, and bills the charge when the update is checked by the cookie issuance/update checker.
