A method of controlling a cam shaft for cold starting a diesel engine is provided to improve cold start ability of a vehicle by reducing the compression pressure of an engine cylinder, the frictional force of the cam shaft, and input shocks, and increasing the electrochemical and burning performance of a preheating system. A method of controlling a cam shaft for cold starting a diesel engine includes a step of checking the position of a key to determine whether the key is in a start position, a step of turning off a clutch and turning on a push rod so that a valve is opened when the key is in the start position, a step of turning off the push rod and tuning on the clutch when the speed of a flywheel exceeds value X, and a step of checking whether an engine speed reaches value Y. Further, when engine speed Z does not reach a predetermined value, it is determined that it is not easy to start the engine. Thereby, the process returns to the step of determining whether the key is in the start position.
