The invention relates to computer technology and can be used for forming level requirements unification complex technical system (ITS) in the course of its development. The purpose of the utility model - the expansion capabilities of the prototype for the formation requirements for the level of unification of complex technical system, depending on the estimated value of its cost, time and technical level at the development stage. Forming device level requirements unification complex technical system comprises a control unit, three subtractor, three summing block, three block division. What is new is the introduction of additional blocks and organization of connections between them. The use of the device will allow to weigh the level of harmonization, which does not depend either on the type of products developed either from its functional features as a function of time, cost and technical level of complex technical systems.
