The unit (100) has multiple stray field capacitors (110, 110`, 110``) for generating a stray field, and an evaluation device (130) for evaluating a change of a capacitance of the stray field capacitors on the basis of a measured concentration of a substance e.g. water, that is composed of dipolar molecules. A controlling and/or regulating device (120) controls and/or regulates the stray field of the stray field capacitors. The controlling and/or regulating device exhibits a switching on/off device for switching on/off of the stray field capacitors. An independent claim is also included for a method for measuring the concentration of a substance.
