The device has a long durable cord and a stick, and two plates which are exposed from both sides of a dielectric case. The dielectric case comprises symmetrical parts with axis openings (16-18) and with mass for rollers, which are fastened horizontally. A mechanism is provided for moving the device along a wire using the rollers. A radio is provided for the remote control of the device.
