The system has a blade unit (BE) with a carrier unit (TE) and arranged at each of branch units (AE). A flexible connection unit is formed as a blade spring (BF), which is engaged into a cylindrical prefabricated building unit (ME). The building unit is arranged at an upper end of the blade unit. The blade unit has a vertical rotation axis (VD) and two parallel, horizontal rotation axes (OHD, UHD) that are arranged one above the other. The blade unit is rotatably arranged indirectly over the vertical and horizontal rotation axis by a strong wind that blows in a wind direction.
