The device (1) has a CPU (80) for checking whether present current exceeds an abnormal current threshold value for indication of a short-circuit of a battery at a side of low potential of a load. The CPU checks whether a current difference between the actual current and reference current exceeds an abnormal current difference threshold value, which indicates an abnormality in the difference, where the abnormality is caused by the difference. The CPU determines a presence of abnormality of the battery, when the actual current and the current difference exceed the respective threshold values.
