The device (10) has coolers (13) arranged on a downstream side of a bypass section (A) such that an amount of heat radiated from a cooling agent in one of the coolers is smaller than the heat in the other cooler. A throttle device (20) decompresses and expands the cooling agent on a downstream side of the former cooler. A suction sided evaporation device (21) evaporates the cooling agent on a downstream side of the throttle device. The cooling agent flow is branched to an upstream side of a nozzle section of an ejector pump.
