The device has an encoder (31) for detecting a rotational position of a motor (13) that rotationally drives an object to be controlled. A CPU (33) sequentially changes over an energizing phase of the motor according to the rotational position of the motor to rotationally drive the motor in a target position. A learning device executes a strike control that rotates the motor until the motor strikes the object against a limit position in a variable shift range of the object to learn the limit position, and lowers a torque of the motor in a course of execution of the strike control.
