The system has a service provider system (1) and a set of mobile terminals (2) of a set of mobile networks (3). A switching system (4) is connected between the service provider system and the mobile networks. The switching system has a provider interface (5) and an end user interface (6). The switching system controls the allocation between the service provider system and the mobile networks with respect to unstructured supplementary service data (USSD) that is to be transmitted. An independent claim is also included for a method for executing a safety-relevant service between a service provider system of a service provider and mobile terminals of end users of a mobile network.
