The mechanism has a monoblock drum (48) placed on a radial reference plane (34) and with a rolling band (50) cooperating with a driving belt, an opening in which a frame (16) is housed, and an outer track (54) placed with respect to an inner track (24). Balls (56) are placed on the tracks to form a bearing. A shaft (30) integrates rotating blades (36) extending from a side of the plane. The shaft is fixed to the drum by an annular cup (40) extending radiallly between the shaft and the drum. The cup is tangential to a geometric plane (62) perpendicular to a rotation axis (26).
