The device has a flat-ended reservoir (1) and a secondary reservoir (8) containing liquid (2) and fluid (9) that are mixed under impulsion of a venturi injector (6). The diphasic mixture is directed to a conduit (10) toward a base of the reservoir (1) for supplying a collector tank. Drains (12) are distributed on bottom of the reservoir (1) and are covered with a hollow engraved layer (13) and a porous concrete slab (14) in uniform manner. A filter is positioned on an external circuit in parallel to a conduit (4) and is solicited by a valve.
